Implemented under the Public Administration and Public Service Development Operational Program (KÖFOP), one of the European Structural and Investment Funds programs in Hungary, the main objective of the KÖFOP-1.0.0-VEKOP-15-2016-00038 E-Building Framework project is to create an innovative, service-oriented and user-friendly e-construction system through rethinking administrative management procedures and de-materializing the complicated, and partly paper-based administrative processes in the field of construction industry.
The current complex and lengthy procedures mean a significant disadvantage in terms of international competitiveness, and hinder economic and social development. Existing IT solutions in the national construction sector are very heterogeneous, and the majority of applications operate in isolation. Without the development of current e-solutions and new applications, aims for reducing bureaucracy in the building sector can hardly be achieved.
One important line of development in the project is the so-called e-Construction Log, which is a mobile application for Android and iOS platforms that simplifies and accelerates the permitting and building procedures to a great extent.
The e-Construction Log brings to users all the compulsory documentation in the construction process, simplifies the actual tasks of the client and the constructor, and manages data input clearly and authentically on a single platform. It also facilitates construction supervision procedures and the communication between parties, also ensuring transparency.
The greatest achievements observed as a result of the practices implemented as part of the project are the improved overall client experience and the significantly reduces lead times. Made possible by the simple building notice, shortened administration time led to increased interest in housing constructions.
Regarding lowering the administrative burdens of builders using the simple building notice: The concerned regulation in itself is much simpler and by completing the IT support the notice process can be significantly hasted and the number of construction investments can be further increased.
The complete process electronization guarantees the continuous accessibility of data and log entries, which provides a greater sense of safety for clients compared to previous practices.
The mobile application enjoys great popularity for providing a simple and ergonomic solution to day-to-day task management anytime and anywhere – even on the construction site, independent of office space.
While the main KÖFOP project is managed by the Deputy State Secretary Responsible for Constructions and Architecture, Ministry for Prime Minister’s Office, the e-Construction sub-project is implemented by the Lechner Knowledge Centre (LKC), a professional organisation under the Ministry for Prime Minister’s Office. Entrusted with project management and coordination responsibilities, LKC is in charge of both application development and the management of strategic, professional, administrative and financial issues.
