The project named “Anti-corruption training in kindergartens” , which was implemented with the support of NGO’s, the creativity and enthusiasm of the kindergarten teachers, from kindergartens in the municipalities of Pernik and Kostinbrod, and of course, the structural units responsible for the education and culture within those municipalities. Six pilot initiatives were conducted, the first of which was carried out on the 11.12.2018 in “Miniorche” and “Prolet” kindergartens, within the municipality of Pernik, where the first stage of the initiative “early anti-corruption training” was conducted. The second stage was held on the 26th March 2019, in kindergarten “Violina” and “Radost” within the municipality of Kostinbrod, and the third stage – on the 27th March 2019, in kindergarten “Zname na mira” and “Rodoliubche” within Pernik municipality.
Prior to the initiation of the project, The Commission of Anti-corruption and Illegal Assets Forfeiture” (CACIAF) researched pre-existing forms of anti-corruption training and methodology in order to include good practices.
The conducted research concluded: the need to introduce anti-corruption education and the training of specialists in this field; the importance of anti-corruption education as an element of the prevention of corruption; the countries under the United nations convention against corruption (UNCAC), perform action that provide information on corruption, including educational programs - in kindergartens, schoolsand universities; outlining education as a tool to prevent corruption in more than 40 countries; reducing the age group of children included in anti-corruption education programs.
In the Republic of Bulgaria the legal framework gives the possibility for themes regarding anti-corruption to be included as a part of the educational program, but despite this possibility, anti-corruption training has not been included enough. There is a lack of anti-corruption educators which can lead the training (the specifics of the theme requires not only an excellent knowledge of the subject, but also a proper adaptation to a certain chosen age group.)
In the preparation and implementation of the project, good practices and approaches related to anti-corruption training have been taken into account and included. The implementation of the project required the forming of joint teams between experts from “The Commission of Anti-corruption and Illegal Assets Forfeiture” (CACIAF), educators and psychologists which have used methods that have high cognitive and motivational efficiency. Through them and their work, not only didactic but also educational tasks were realized for example - culture of communication, tolerance and mutual help.
Within the six pilot initiatives of the project “Anti-corruption training in kindergartens”, CACIAF carried out the training through innovative for the national and European pre-school education "Educational performance" method, which is amongst the most effective modern educational practices. Using developed dramatic plays of puppet theater and various games, the kindergarten kids from 3rd and 4th age group, became acquainted with the term “corruption” and the negative consequences to which it leads. During the working process, the Commission enlisted a producer in order to provide consultation on adapting the storylines.
The experts used various didactic methods in introducing words like: integrity, justice, responsibility, deceit, lie, punishment, crime, judgment, control, self-control - which correspond to the specifics of the age group to which they are directed.
During certain situations, focused on strengthening of the acquired knowledge from the puppet theater, the experts from CACIAF and the educators included techniques such as: “Roll playing games” - which provoke emotional responsiveness in the children, and help them relive already visualized situations, putting them in the place of the good or the bad character; “Situational games” – forming ethical and social culture in the children.
The main objectives of the project are: Creating conditions for formation of anti-corruption competence in children; Familiarizing children with social norms and rules of conduct; Providing accessible information on laws and public institutions; Forming children's skills to evaluate and understand the consequences of actions such as dishonesty, injustice, dishonesty.
This educational process should transition and continue from kindergartens to the school education. The mission of the Commissions project "Anti-corruption Training in Kindergartens" is to continue over time and to initiate a dialogue outside the kindergarten to be transferred to the family, which is the building block and the main part of society. The training received in the kindergarten increases the probability of favorable educational and social results at a later stage in the life of the individual.
