In order to improve the living standard of all citizens and ensure their independence in everyday life, the Polish Government has undertaken implementation of the Accessibility Plus Programme (Polish: Dostępność Plus ), both comprehensive and unique on the European scale. Its main aim is to improve accessibility of public space, products and services, having in mind people with special needs. Such people include first of all the elderly and people with various kinds of disabilities, but also pregnant women, parents with young children, and even persons travelling with big luggage. Actions to be implemented under the Programme are focused first of all on equating the chances of access to public and social space in a broad meaning, infrastructure, transport as well as products and services. In order to implement the above assumptions, the Accessibility Plus Programme provides for numerous actions that will help improve the accessibility of products and services, among others in the architectonical, information and communication aspects. All actions under the Programme have been put in a certain ordered, and are being successively implemented in eight areas: architecture, transport, education, healthcare, digitization, services, competitiveness and coordination.
We have decided to present the Accessibility Plus Programme in the call you have announced for a number of reasons.
1.First of all, we are convinced of the necessity to take actions aimed at improving the living standard of citizens, especially those whose special needs exclude them from full participation in social life. The concept of solidarity with the weakest and equal chances for all is very close to us, and is part of the mission undertaken by the Polish Ministry of Investment and Development .
2.It is our firm belief that the solution we are proposing is exceptional. The innovative character of the Programme is exhibited first of all in its comprehensive approach to solving the problem connected with the necessity to ensure accessibility to all citizens. The actions included in the Programme concern all key areas of social life and engage all key actors involved in forming and implementing the idea of accessibility. The approach proposed in the Programme includes involvement and cooperation of all actors of the public sphere– from the central government through local self-governments, entrepreneurs, social organizations, down to the citizens themselves.
3.We also perceive the global dimension of accessibility. As estimated, even 25- 30% of the world population may have special needs regarding accessibility to public space, following from permanent or temporary limitations in their mobility or perception. The solutions developed under the Programme have an enormous implementation potential and will result in changing the social reality of Poland. However, those actions can also be successfully implemented in other countries. This feature is especially valuable in the light of the essential demographic changes that are presently being experienced by a great majority of the European countries.
