In the project „Human resource management – way to total quality” the necessity of effective human resource management system integration in the management system of the organization and its influence on the development of the organization and on the motion to total quality are analyzed. Key points: To analyze the principles of quality management, competence approach and strategic aspects of the training system in the aspects of human resource management.
==Current status and future steps for the project==
The staff, which is defined as the internal customer, was becoming even more unsatisfied, as there was a growing understanding of the competences a person needs to do the job successfully. This mainly refers to managers of different levels. The processes introduced need to be maintained and improved. HR management specialists continue their studies by doing Master courses developing their knowledge in the sphere of HR management. Alongside with this there is a growing understanding of the ways of developing the system. Development concepts have been worked out ("The concept of Latvian Blood service work and structure optimization 2006-2010; The concept of maintenance and development of Latvian blood donor movement; The concept of blood, blood component and blood sample transportation 2007 - 2010) that define both the personnel and the competences necessary in the future. At present HRM specialists are responsible for HRM issues and system improvement. They are engaged in needs forecasting in the sphere of personnel. They are also in charge of the internal training system that is functioning quite successfully and influence the strategy changes.
The institution needs an effective integrated management system and the efficiency of human resource management influences the efficiency of the institution as a whole. When planning a training system, one must consider that the employees are adults characterised by their specific way of thinking, which influences the person’s willingness to learn, necessity for a specific type of education, as well as the training method. The system can only work effectively if it has actual understanding and support from the whole staff of the organisation. An organization involved in education is able to adapt, change, develop and transform itself to the needs and wishes of its customers. We have come to an understanding that contemporary management theories can be successfully applied not only in commercial businesses, but also in public institutions.
