The digital dossier for criminal cases for internal (Judges, Public Prosecutors, Clerks) and external (Lawyers) users as the first solution of Enterprise Content Management inside the Justice Department of Italy.
The project is "going on", and is permanently adopted in our Court organization. Our Digit office it's able to produce digital dossier for about 12.000 pages daily, and we are supporting staff from others Courts - that come in Cremona to produce some bulky dossiers of thousands of pages. Now Digit it's an official executive project of the Ministry of Justice, and it was financed to be extended to all Italian Courts (funds CNIPA - the IT Authority for the Public Administration in Italy)
Every single paper folder, while created, will also exist in its digital form (starting from the Crime Report and ending with the trial of the Cassazione Court – Italian Supreme Court). The paper based archive will gradually turn into a completely digital one (with all the information fully and permanently available). Digital folders will be sent via Web (instead of the old paper transmission of documents), in trials of contest, of appeal, etc. a defendant's offices. In the same E.C.M. context, Digit it’s ready to integrate Workflow, Information Retrieval applications, Web Conference tools, always with Pareto Efficiency and Cost – Benefit analysis.
Digit could become also the "standard" for Judicial International Cooperation. In two different cases of Judicial mutual assistance (Denmark – Public Prosecutor of Copenhagen; Germany - Public Prosecutor of Nuremberg) – the same day of the delegated investigations the Judge of Court of Cremona sent back (the Secured email) the results (in PDF format). The PDF dossier was digitally signed by the Judge and the Clerk, ready to be used in the “guest” country. Two good examples of Italian efficiency!
With no budget for the "pilot", we involved our private/institutional partners with an idea that maximized the value of their commercial goods (software, connectivity), or their mission, without asking them supplementary costs for customizations. We respected - from the beginning- , the work and the value of all our employees, in a perfect Pareto efficiency scheme, with the goal to deleted "transaction costs" and "frictions". Good ideas, "smart" I.Tech partners, and enthusiasm to work together and to realize something considered impossible (before us) inside the (Italian) Justice.
