Short description of the project

This is a new internal governance model aimed at carrying out territorial interventions based on administration efficiency, effectiveness, and economy in order to help increasing the fulfilment of citizens and community, even with limited resources. The project is organised by: drafting the 2005-2009 Government Plan, with the identification of 12 strategic areas; development of policy-oriented budget documents that can work as government policy; drafting of Executive Management Plan by organisation sectors and target sheets ; flexible, office organisation with a limited number of top managers and functions assigned in a clear way

Current status and future steps for the project

This project has shown continuity over time and has been increasingly implemented from 2002 up to today. Thanks to its success, the Province achieved important results such as: comply to the restraints of the “National Stability Pact”; obtain significant yearly surpluses; debt restraint with no effects on investments (achieving the "A" rating from the rating agency "Fitch Ratings"); implement important projects offering services to the citizens (e-government “Provinciaunica”, and “Eurosportello”). This project will certainly be continued and will be providing information on the Province operations also in future years.

Lessons learned

This project has showed the possibility to achieve efficient and effective administration systems implementing reform principles, despite shortage of resources. Limits are not only referred to financial resources due to compliance with the national stability pact, but to human resources as well. The number of employees of the provincial administration is very small and, since 2003, the trend shows a decrease in the employment level because of the national lawful constraints on new engagements. To cope with this staff shortage (407 employees actually working against 543 foreseen in the organisation chart), Pescara provincial administration tries to make the most of its human resources and invests in life-long learning policies. The main lesson learned consists in trusting the institution, understanding the Province key role in fulfilling the community needs and raise the status of public administration operations.
